MARTINSBURG, W.Va. — Police in Berkeley County said Monday investigators were still trying to piece together the circumstances surrounding a deadly accident on the Route 9 bypass.
A man identified as Peter McLaughlin was killed at just before midnight Saturday when he was struck by a vehicle near Short Road.
Witnesses told police McLaughlin was dressed in all black standing in the middle of Route 9 and waving his arms.
