Magistrate forwards charges against Detroit man

CHARLESTON, W.Va. — Two felony charges—including murder—filed against a Detroit man are on their way to a grand jury.

D.J. Carter was before a magistrate in Kanawha County Monday.

The magistrate found there’s enough evidence to have a grand jury consider that Carter participated in a murder last month of Charleston teenager Tymel McKinney and that he ordered a hit on Charleston City Police Chief of Detectives Lt. Steve Cooper.
