New School Building Authority executive director named

CHARLESTON, W.Va. — The new executive director of the state School Building Authority is David Sneed, the SBA’s former chief of architectural services who served from 1990 until 2012. Governor Earl Ray Tomblin announced Sneed’s appointment on Monday.

“David is no stranger to West Virginia’s School Building Authority and played a key role in developing a number of planning mechanisms currently used by educational planners and architects in West Virginia,” Tomblin said in a statement.

“I’m confident his continued experience and thorough working knowledge will serve him well in this new role.”

Most recently, Sneed has worked as director of educational planning services for Project and Construction Services, a private company in Charleston. Prior to going to work for the SBA, he was director of school planning in the Kanawha County school system. He helped develop the SBA’s guidelines and procedures when it was created in 1989.

Sneed replaces Mark Manchin who will be sworn in as superintendent in Harrison County on Tuesday. Manchin had held the SBA role for seven years.

Tomblin also made the following appointments to the SBA:

Tom Lange, Jefferson County, will serve a term ending July 31, 2016.

Eric J. Lewis, Jefferson County, will serve a term ending July 31, 2016.

Victor L. Gabriel, Harrison County, will serve a term ending July 31, 2015

Robert E. Holroyd, Mercer County, will serve a term ending July 31, 2015.

Chris Morris, Kanawha County, will serve a term ending July 31, 2015.
