WVU procurement officer Brenda Mowen out

MORGANTOWN, W.Va. — The Morgantown Dominion Post is reporting that WVU’s director of Procurement, Contracting and Payment Services has left her position at the university.

A WVU spokesman confirmed that Brenda Mowen left her post on Aug. 24.  It was not clear if the termination of employment was voluntary.

Mowen was at the center of the third tier media rights dispute between WVU and West Virginia Radio Corporation when she denied WVRC a protest hearing on the botched multi-media RFP process that abruptly ended after a scathing report by Attorney General Patrick Morrissey.

Mowen was in charge of the multi-media RFP process in 2012 when three evaluation committee members picked by Athletic Director Oliver Luck were added during the process.  The attorney general noted an appearance of impropriety involving Luck’s midstream decision to add the three handpicked members to his evaluation committee.  All three of them voted with Luck in favor of IMG College’s bid for the rights, while two original members – deputy director of athletics Mike Parsons and associate athletic director of business operations Mike Szul – were not afforded what Morrissey called a “timely opportunity to formally vote” and wound up not voting at all.

Parsons was forced out of his position with West Virginia University in January and formally left employment in June of this year.  He had been with the WVU athletic department for 35 years. 

Before being named to the WVU position in May of 2012, Mowen held senior leadership positions in a variety of public sector organizations during her 25-year career in public procurement policy, contract management and small business engagement programs.  Mowen earned an undergraduate degree from Wright State University and an MBA from the University of Dallas.
