Police don’t suspect foul play in man’s death

CHARLESTON, W.Va. — Charleston police do not suspect foul play in a city man’s death.

A body later identified as Ronald Belcher, 56, of Charleston Arbors, was found just after 11 a.m. in the Elk River under the Washington Street bridge.

Police and firefighters retrieved the body and transported it to Haddad Riverfront Park where police began their investigation.

An eyewitness said they saw Belcher on the bridge not longer before he was found in the water.
