Victim identified in Monongalia County fatal crash

MORGANTOWN, W.Va. — State Police have identified the man killed in a two-vehicle collision Sunday along Hartman Run Road in Monongalia County. 

Levi Justin Stout, 20, of Webster Springs, was killed early Sunday morning. He was a passenger in a Dodge Neon that was being driven by his sister, Samantha Stout, 19. Stout was a student at WVU. 

Samantha Stout was injured in the crash and transported to Ruby Memorial for treatment. 

The driver of the second car involved in the crash fled the scene on foot. State Troopers said they are hopeful they will make an arrest in the case soon.
