State awards bid in first PPP highway project

MULLENS, W.Va. — The state Division of Highways has awarded a contract for three miles of construction of the Coalfields Expressway in southern West Virginia.

State Transportation Secretary Paul Mattox announced Friday Lexington, Kentucky-based Bizzack Construction, LLC, submitted the winning bid of $45.2 million.

Bizzack will build the highway that will connect the City of Mullens in Wyoming County to exiting sections of the highway under construction. Completion of the project will connect Mullens to the Sophia exit of the West Virginia Turnpike.

The project is the state’s first Public Private Partnership (PPP) project that will allow the state to better budget payments for the work.
