How raising the minimum wage in WV became a mess

This should not have been that difficult. A majority of West Virginia lawmakers wanted to raise the state’s minimum wage.  It had remained unchanged at $7.25 an hour since 2008.  During the regular session last year, lawmakers debated and finally decided to increase the minimum wage to $8.00 by Jan. 1, 2015 and to $8.75 by 2016.
