Temperatures reportedly were in the 30s at the time.

Vienna police made the arrest. Flowers’ bail was set at $100,000.

Flowers and Parkersburg Mayor Bob Newell have been subjects of controversy regarding their alleged affair and possible misuse of funds.

It was a standing-room-only crowd in Parkersburg city council chambers Tuesday night as some residents called for Newell to step down. A petition calling for his resignation has been circulated.
