Design firm chosen to lead Civic Center renovation

CHARLESTON, W.Va. — BBL Carlton was selected to lead an estimated $59-million renovation of the Charleston Civic Center, city manager David Molgaard announced Monday night.

The Charleston company was chosen from three firms that submitted and presented extensive design proposals. After a five-person selection committee reviewed the proposals for weeks, BBL beat out Masaro Construction and PG Dick Construction.

“There were a number of things that we looked at,” said Civic Center general manager John Robertson, a member of the selection committee. “We wanted creativity from each of the three groups and we saw that in the BBL project.”

The project is expected to be completed by the fall of 2017.

While up to 40 percent of the project involves upgrading electrical and mechanical elements, Molgaard said BBL Carlton’s  aesthetics brought a “wow factor” at the best value.

The scheduling of construction phases also was a top priority because the Civic Center plans to remain open throughout the renovation.

“We will stay open, we will serve our constituents,” Robertson insisted. “We hope that we can provide the least amount of inconvenience to them as possible. It will be a challenge but we’ve done it before. On every project we’ve done at the Civic Center we’ve remained open and we fully expect to be operational on this project.”

Molgaard was impressed that BBL’s proposal took inspiration from the state’s history and the topography.

“It acknowledges the rivers and the nodes of community, and it creates nodes within the design itself,” he said.

Some design ideas submitted by Masaro Construction and PG Dick Construction will be taken into consideration, Molgaard said.
