Building 3 bids similar; review underway

CHARLESTON, W.Va. — Two companies submitted the same amount in their base bids Wednesday to renovate Building 3 at the state Capitol Complex.

Department of Administration spokesperson Diane Holley-Brown said both Paramount Builders of St. Albans and P.J. Dick Construction of Pittsburgh, submitted bids of $33.2 million. Holley said the awarding of the contract could come down to bids submitted on four project alternates.

“The vendors provided amounts, some are reductions and some are additions to the cost, for those alternates. Depending on which, if any, alternates are selected that will be the award price,” Holley-Brown said.

The state scaled-back its renovation plans for Building 3, which used to be home to the state Division of Motor Vehicles and a place where people around the state would travel to pick-up their license plates, after bids submitted in 2011 came in over budget.

Holley-Brown would not how much money is set aside for the project because the bids are still being reviewed, but she said the funding sources vary.

“The funding will be a combination of general revenue, special revenue through the Capitol Improvement Fund and from lease revenue bonds that will be paid for through the lease income from the agencies that will be moving into the building,” Holley-Brown said.

There’s no word on when the contract will be awarded. Holley-Brown said the project comes with much anticipation.

“This building is a landmark building on the state capitol complex. I know that everyone is very anxious to get it renovated and for those agencies moving in, I’m sure they’re very excited,” she said.

Agencies under the state Department of Commerce are expected to occupy the space.
