Former Martinsburg manufacturing site eyed for rehab center

MARTINSBURG, W.Va. — The Berkeley County Council plans to buy the former Royce Hosiery manufacturing plant in Martinsburg for $250,000.

Plans call for the site to be used for a drug-and-alcohol rehabilitation facility.

Berkeley County Administrator Alan Davis said the facility could also house Day Report Center programs in addition to multibed rehabilitation units for women and men.

He told the Herald Mail the agreement approved Thursday is contingent upon a 90-day, due diligence period.

The sale and purchase agreement with Four Winds Limited Liability Company was approved by a 4-0 vote.

Councilman Jim Whitacre was absent.
