4 arrested in Lincoln County shooting; victim still recovering

NITRO, W.Va. — State police made a total of four arrests Friday and Saturday in connection with a shooting earlier this week in Lincoln County.

Jeffrey Payne, 38, known by the nickname “Low Life” on the streets, was arrested during a traffic stop in Nitro Friday Friday night. He was wanted for the shooting of Xavier Quintrell, 22, of Culloden, that happened on Tuesday night, Dec. 29, in Lincoln County’s Coon Creek area, near Culloden.

A second suspect, James Snyder, 38, of Josephine, was arrested early Saturday morning during a traffic stop by troopers in Dunbar. He’s charged with numerous crimes including wanton endangerment and brandishing a deadly weapon

Troopers made two other arrests while executing a search warrant of a Nitro residence during the investigation. They charged Larry Stephens, 44, with obstructing an officer, resisting arrest and battery on a police officer. Kayla Burgess, 24, of Culloden, was arrested for an outstanding warrant from Cabell County.

Quintrell, who was visiting a friend when he was shot, is hospitalized at CAMC in stable condition.
