2 arrested in connection with Charleston double shooting

CHARLESTON, W.Va. — Bond is set at $1 million for two people arrested in connection with a double shooting on Charleston’s West Side earlier this week.

Scott Breeden, 19, of Charleston

Scott Breeden, 19, and Yasmin Pegram, 19, both of Charleston, were arraigned Thursday in Kanawha County Magistrate Court. They were each charged with wanton endangerment and two counts of malicious wounding.

The shooting happened Monday night near the corner of Sixth and Russell Streets. Keith Paul, 43, of St. Albans, and Marsha Nichols, 43, of Elkview, were shot inside a car.

Police said numerous shots were fired and both victims were struck several times following a drug deal.

According to the criminal complaint, Paul and Nichols drove to the 900 block of Sixth Street where Paul parked the car. Paul then left the car to meet with Pegram and Breeden. Paul got back into the car and drove to the intersection of Sixth and Russel Streets. When he arrived, Pegram and Breeden approached the vehicle to complete the drug sale. As a result of a verbal dispute, Breeden and Pegram produced handguns and shot Paul and Nichols.

Police said they have video evidence that shows Breeden and Pegram firing at the vehicle. The suspects fled on foot.

Breeden and Pegram are being housed in the South Central Regional Jail.

A preliminary hearing is set for Feb. 24 at 1:30 p.m.
