CHARLESTON, W.Va. — At one point this afternoon, the House of Delegates was debating its tax bill while the state Senate was starting to debate passage of its budget bill. Meanwhile, Gov. Jim Justice was preparing a call for an extended session and threatening to make it for just one day.
Shortly after 3 p.m., the Senate voted to pass its budget. That happened right after Senate President Mitch Carmichael left the podium and went to the Senate floor to speak in favor of it.

Right before that, Governor Jim Justice gathered with Democrats and signed a proclamation to call the Legislature in for an extended session on the budget. He also had some props: a mayonnaise sandwich and a “nothingburger” to demonstrate his view of what would happen if the budget from either house is the end result.
