Intern rises and roasts legislators

CHARLESTON, W.Va. — For all but about 10 minutes of this year’s 60-day legislative session, Marshall University student Emily Caplinger quietly went about her work and observed all that was going on around her.

But on the final day, Caplinger arose, went to the front of the House of Delegates and tossed some humor bombs toward lawmakers. She also offered up some observations about what she’d learned from Governor Jim Justice’s rhetorical menagerie.

(The guy chuckling most prominently is House Speaker Tim Armstead, who might have needed a humorous respite.)
