Pleas in hit-and-run case rejected in Berkeley County

MARTINSBURG, W.Va. — A judge rejected proposed plea agreements from two Martinsburg residents charged in an Aug. 2016 hit-and-run incident that left a Virginia man dead.

The victim’s family and the investigating police officer opposed the resolutions that would have seen Brandon Hyler, 26, and Morgan Kerr, 23, placed on probation.

Matthew Self, 45, of Winchester, Va., was crossing U.S. 11 in the area of the Green Frog bar and grill on Winchester Ave. when he was struck by a vehicle driven by Kerr.

The couple are accused of conspiring to cover up the incident by claiming the vehicle in which they were traveling had struck a deer.

The judge noted Monday that Hyler had also been charged with a felony offense in Virginia since the hit-and-run incident.

He was charged in May with obtaining money by false pretenses stemming from allegations in Fairfax County, Va.
