Barbour County man faces sexual assault charges

PHILIPPI, W.Va. — A 42-year-old Barbour County man is facing charges for beating a woman unconscious in the street and having inappropriate sexual contact with her.

Melvin John Heilman, of Philippi, is charged with one felony count of sexual assault in the second degree.

According to a criminal complaint filed with the Barbour County Magistrate’s Office, the alleged victim advised Senior Patrolman D.A. Cale of Philippi Police Department that she was struck over the head and rendered unconscious while walking along Railroad Street/School Street.

The alleged victim also recalled her hair being pulled during the time she was unconscious. The incident occurred on Aug. 2.

Heilman is being held at Tygart Valley Regional Jail on a $20,000 cash or surety bond.
