Smith is charged with possession of a stolen vehicle, fleeing on foot, driving on a suspended license, fleeing in a vehicle and other driving offenses. Gibson is charged with fleeing on foot and obstructing.

Troopers said two other people were in the vehicle, but will not be charged.

State police troopers from the Hamlin detachment are investigating.
