Charges filed in April Route 35 crash

WINFIELD, W.Va. — A Putnam County man has been charged in connection with hit-and-run death on U.S. Route 35 that occurred in April, authorities said Friday.

Lawrence Perkins, of Buffalo, was charged with one felony count of leaving the scene of accidents involving death or personal injury, and a misdemeanor charge of accidents involving death or personal injury.

It’s alleged the truck Perkins was driving intentionally steered into a car trying to pass him. That collision allegedly caused a vehicle being driven by Phillip Cartee, 66, of South Webster, Ohio, to go off the highway and into a utility pole. Cartee later died a short time after the collision.
