State Police alleged Harper, the pastor at Ripley’s Living Water Church, sent text messages to a boy, age 15, that were described as “sexual in nature.”

A separate arrest has already been made in connection with the case.

Justin K. Cox, of Cottageville, was charged with providing false information to State Police during the investigation.

In April, troopers said Cox filed a complaint alleging unethical behavior by Harper.
