State Ethics Commission issues rulings on two employees

CHARLESTON, W.Va. — The West Virginia Ethics Commission issued public reprimands and fines against two local government employees Thursday.

Michelle Malone, the River Road Public Service District director, will have to pay a fine of $1,000 and reimburse the Ethics Commission $750 after admitted that employing her husband and daughter by the River Road and Paw Paw public service districts did not comply with the ethics act because of her supervision.

Upshur County Assessor Dustin Zickefoose was ordered to pay a fine of $1,5000 and to immediately cease and desist from engaging in real estate business in the county while serving as assessor.

He also agreed to stop working as an independent contractor for Upshur Agency Inc. beginning Sept. 1 until he receives an advisory opinion or employment exemption from the commission.
