Guard continues progress on Rise WV program.

CHARLESTON, W.Va. — The Rise West Virginia program has eliminated 50 of the 452 outstanding cases pending with victims of the 2016 flood in West Virginia. Governor Jim Justice put the National Guard and Adjutant General James Hoyer in charge of those programs June 4th.

“We feel like we’re at the point now the Governor asked us to get to,” said Hoyer on Metronews Talkline. “We have the appropriate administrative and management controls and functions and people in place to move the program forward.”

In addition to eliminating the 50 cases and getting those cases successfully completed, all contracts for mobile homes, complete home rebuilding, or renovation work have been reviewed and completed according to regulations.. The controls are all in place and those contracts are in compliance with federal and state regulations.

“We’ve significantly increased the number of people supporting us in case management,” Hoyer explained. “Now, there’s a whole lot more communication with theses families that are impacted.”

The problems associated with the Rise program prompted the program to be ripped from the Department of Commerce and resulted in the resignation of Commerce Secretary Woody Thrasher and a couple of other leaders in the Department. There was widespread frustration from flood victims who were not getting needs addressed after waiting more than two years on some form of assistance from the state.

Hoyer said in five months some of the faith in the state to assist in recovery has been restored.

“We’re not back to a sense of normalcy,” he said. “but we’re at a point where people and communities see momentum going forward.”
