Charles Town City Council postpones sewer bond vote indefinitely

CHARLES TOWN, W.Va. — The Charles Town City Council decided this week to indefinitely postpone a vote on the sewer bond that would support the six-mile, $10 million sewer line that is expected to serve the controversial Rockwool insulation plant in Ranson.

During an executive session, the council noted it needed more knowledge regarding the sewer bond before any vote was made.

Those details could be fleshed out at a Dec. 10 public hearing held by the West Virginia Department of Environment Protection on the Charles Town Utility Board’s application for a National Pollutant Discharge Elimination System permit modification.

Councilman Mike Brittingham told WEPM-AM while he doesn’t speak for the entire council, this has been a long process with inconsistent information regarding the plant’s potential sewer and water usage.

“I certainly don’t feel confident that the information that we submitted on our permit application is accurate because I’ve seen multiple different numbers that conflict with that,” he said.

He adds that a discussion on the bond will continue on Jan. 7.
