Former Moundsville mayor pleads guilty to drug charge

WHEELING, W.Va. — A former Moundsville mayor pleaded guilty Friday to a federal drug charge.

According to U.S. Attorney Bill Powell, Kevin Mark Simms, 63, of Moundsville, admitted to one count of selling oxycodone. He made the sale in October 2017. Four other criminal counts were dropped as part of the plea bargain.

Simms was elected to Moundsville City Council in 1990. He served as the city’s mayor from 1998-2000. He was arrested on a DUI with injury charge three years ago.

Simms faces up to 20 years in prison and a $1,000,000 fine on the federal conviction. His sentence could be reduced depending on a number of factors.
