Mon County grand jury returns 132 indictments

MORGANTOWN, W.Va. — Murdering a man while burglarizing his home, shooting someone outside of a bar and biting off an ear during a fight are some of the 132 indictments returned by the January 2019 Monongalia County grand jury on Monday.

All those indicted will appear before a Monongalia County Circuit Court judge later this month for an arraignment hearing.

Elizabeth Chinn, 32, of South Point, Ohio, was indicted on charges of first-degree murder, burglary, two counts conspiracy and grand larceny.

She is accused of shooting and killing Timothy Pahl, 67, during a burglary at his home on Old Stewartstown Road on April 22, 2018.

Witnesses told investigators that Chinn confessed to shooting Pahl, a press release stated. Additionally, evidence discovered during the investigation and statements by Chinn to law enforcement match the witness statements that Pahl confronted her while she was robbing his home so she shot and killed him.

Glenn Richard Weaver, 25, of Morgantown, Moriah Lari Weaver, 42, of Fairmont, and Elizabeth Victoria Hartley, 34, of Grafton, were arrested with Chinn at the Mohegan Sun Casino, in Plains Township, Pa., by the Pennsylvania State Police.

Chinn was booked into North Central Regional Jail on Oct. 26 and is being held there without bond.

Weaver was also indicted on all charges faced by Chinn, except murder.

The grand jury indicted Carlos Luis Pagan II, 28, on charges of malicious assault and attempted first-degree murder.

Police say Pagan shot Kashif Lamont Monk, 35, of Brooklyn, N.Y. Monk was shot multiple times in the chest and leg, according to a criminal complaint.

Monk told detectives he was walking to his car when he saw a vehicle parked behind his, according to the complaint. He walked up to the car, saw Pagan and noticed he had a gun in his waistband, the complaint stated. Monk asked Pagan about the gun and Pagan drew it, shooting Monk multiple times.

Pagan was arrested in Fairmont on Dec. 13, 2018, by the United States Marshals Service’s Mountain State Fugitive Task Force, the Morgantown Police Department and Fairmont Police Department.

He is being held in North Central Regional Jail in lieu of $25,000 bond.

Monk also faces indictments by the grand jury of possession with intent to deliver cocaine, possession with intent to deliver clonazepam, possession of marijuana and fleeing from an officer.

Dean Schrantz, of Manahawkin, N.J., was indicted for strangulation malicious assault.

Schrantz allegedly put his victim in a headlock until he passed out and then bit off part of his victim’s ear while he was unconscious.

The incident happened on Oct. 2, 2018, at University Place, on University Avenue.

When the responding WVU Police officer arrived, the victim was sitting in a kitchen bleeding from the missing part of his ear, a criminal complaint stated. The wall and floor had blood stains and the piece of the missing ear was in a bag on ice.

The victim told the officer he was in an altercation with Schrantz and that Scrantz put him in a headlock until he passed out.

When the victim woke up he was bleeding from his ear, part of his ear was missing and his girlfriend was standing over him asking him if he was OK, he told the officer.
