Back to life: Campus Carry Bill up for debate Wednesday evening

UPDATE 4:20 p.m. Wednesday   House Rules Committee reconvenes following floor session and votes 11-9 to move the bill back to active status. It will be debated beginning at around 7 p.m.

CHARLESTON, W.Va. — The House of Delegates opened Wednesday, Crossover Day, with 22 bills on third reading to send to the Senate.

Most prominent among them: the Campus Self Defense Act, or Campus Carry Bill, HB 2519, with a long list of proposed amendments in the queue.

The fate of that bill came into question when House Rules met before the floor session to vote on moving some bills to the inactive calendar. Judiciary chair John Shott, R-Mercer, who opposes the bill, moved to move it to the inactive calendar. A voice vote showed an even split and Delegate Barbara Evans Fleischauer, D-Monongalia, called for division, which leads to a vote by show of hands.

Speaker Roger Hanshaw called for that vote, was unsure of the count, called for it again, then once more. It was 10-8 to move it to the inactive calendar, killing the bill at least temporarily.

On the floor, Majority Leader Amy Summers, R-Taylor, moved to have it transferred back to the active calendar. That requires a two-thirds approval and failed 59-40, keeping it dead for the time being.

The motion could be made again during today’s floor session but would need 67 votes to move it back to the active calendar.
