“I get it!  I get it!”

West Virginia Third District Congressman Nick Rahall repeated that to me near the end of our interview Wednesday on Talkline.  The veteran Democrat sounded exasperated and possibly even worried. 

What the Congressman says he “gets” is that coal miners, their families, coal companies and businesses that depend on the coal industry in his southern West Virginia district are angry because they see coal under siege. 

That was evident Tuesday night when over 700 people—mostly coal sympathizers—crowded into a U.S. Army Corps of Engineers meeting about surface mining.  Several hundred more rallied outside the Charleston Civic Center because there was not enough room in the theatre where the meeting was held.

The source of discontent is the EPA’s recent decision to delay issuance of permits for 79 surface and mountaintop removal mines in Appalachia, including 23 in West Virginia.  But the controversy is bubbling over from the highly technical aspects of permits and into the far more emotional argument of whether the Obama Administration is purposely making life difficult for the coal industry.

Rahall is wedged in this fight tighter than a roof bolt.

Many coal-sympathetic constituents blame President Obama for coal’s problems, and they remember that Rahall supported candidate Obama.  Now their anger toward Obama is also being directed to Rahall. 

They also expect Rahall to use what should be his considerable influence in Washington to get the permit process moving again.  Permits mean coal can be mined which means jobs. 

Rahall says he’s working on the problem daily, meeting with the White House and the EPA, pressuring the EPA to explain what the rules are for issuing the permits. “They (EPA) know there needs to be clarity,” Rahall said on Talkline Wednesday. 

But Rahall is measuring his words carefully.  He doesn’t want to take the politically expedient approach of blasting the EPA publicly for foot-dragging, then go into a meeting with the agency’s decision makers and try to win an argument.

Strategically, Rahall is playing this correctly…for the moment.  But the outcome here is critical.  The Congressman can feel the heat as if he were sitting next to a coal-burning stove.  He knows people are worked up and looking for somebody to blame. 

“I’m on their side,” Rahall said of the coal miners and their families, sounding more than a little defensive. 

Rahall still hopes that the EPA/Obama Administration wants to allow surface mining to go forward. If Rahall is right, the veteran Congressman can be a valuable asset is getting the permitting mess straightened away. 

However, if the Obama Administration via the EPA is, in fact, trying to strangle coal then Rahall and other West Virginia political leaders who have supported Mr. Obama are going to look like rubes—their support taken for granted and their state ruined by elites who are intent moving away from “dirty” energy sources.

Some out there refer to our beloved Congressman as Congressman Rathole. It is not easy to live in Washington, DC, District of Concubines, and be a supporter of what is decent and moral at the same time. But, think about how Congressman Moleohole up North there and Congressman Rayhole have played the fiddle and stayed clean to their upstanding and outward beliefs. Do not criticize these fine men, but rather, understand where they must come from to be from.
WV has been thrown under the bus by the people in power in Washington. The Chicago machine is in town and they get even. Does anybody remember when Jay Rockefeller first cme to the state? If I remember he lost because he was against surface mining.
I love to see career politicians squirm when they straddle the fence and try to appease both sides. Hopefully, voters in this state will wise up and vote out pathetically ineffective drones like Rahall, Mollohan and Rottenfeller. They are all poster-children for term limits. The only thing Nick Joe will be remembered for after he is OUT is all of the graft he accepted while in office.
It more than just Rahall.. remember last year when WV overwhelmingly voted for Hillary Clinton in the primaries, only to watch Byrd and Rockefeller vote for Obama anyway? Sounds like we are getting shafted from all sides. And just as history repeats itself, we could lose out totally and still watch every one of our elected representatives get reelected in 2010 and 2012.
The Congressman should feel the heat because he is wrong on the issues and votes in a defensive manner to keeps him in the good graces of his party leadership rather than in the interest of the state and country. He can and will be defeated if West Virginian's will gather around a candidate with Values, Ideas, and Character and I submit that candidate exists and is working to be elected in 2010. GEARHEART FOR CONGRESS.
So....Is Nick Joe (why did he drop the "Joe"?) worried about WVa and coal miners or is he worried about losing votes? He has shown time and again where he places importance. It is just that this time he can't spin his way loose from the associations he courts.

Oh, one question, Hoppy. Did Rahall have an old Kennedy button on his lapel...no doubt he now is pulling out all the stops to prevent his past decisions from determining his future decision of mowing the yard...or not.

Fact is tho, I'm afraid the voters will forget and vote the button.
Hoppy, If these bozo's ALL get defeated it would give me hope. I pray that the democrats will lose some of their power in 2010, if people CAN'T see how they have been USED, then they deserve it. I am beginning to fear this government and they is call tyranny, when they start fearing the people, it will be called liberty. Not have we been sold out by our congressmen, but our unions. Cecil Roberts should be impeached. IR

As I recall the following West Virginia state level politicians strongly supported Obama in his Presidential run:

Byrd Manchin Mollohan Rahall Rockefeller

In addition the semi-politician Cecil Roberts was a big supporter.

I would say Mr. Rahall has a lot of company around the stove. Rubes is a fair description, corrupt politicians is yet another.

If this goes the way I anticipate, I sincerely hope that out of work coal miners take time to vote these turncoats out of office before they leave the state for the "green jobs" touted by the Obama Admininstration.
Both Rahall and Mollohan should be worried. West Virginians are definitely in line to get the shaft from this administration, and an opponent will easily be able to tie these 2 to Obama. It will be fun to watch them squirm!
Yeah-he gets it when he is HOME...and not in the magic land known as "Washington". I have a feeling a lot of incumbents are going to "get - it"....a pink slip, that is.
Well Hoppy, just like Cecil Roberts, Nick Rahall 'sold his politcal soul' to then candidate Obama WITHOUT reading the 'fine print' of what Obama and his tree-hugging pals wanted to do to the coal industry. As I wrote here before, THIS is what happens when you BLINDLY follow a political party WITHOUT studying what they REALLY stand for. This is true of BOTH the GOP and the Democrats. Many people (like Rush and Hannity) view moderates as 'weak' or 'indecisive' but I think it's better to look at BOTH sides closely before choosing a political stance. The problem with people like Roberts and Rahall is they are so eager to 'please' the Democratic party that they don't bother to look at the 'bigger' picture. It's like diving off the high platform BEFORE checking to see if there's any water in the pool below. Using that analogy, Cecil and Rahall just faceplanted themselves into the bottom of an empty pool, thanks to Obama and the DNC. Better send the paramedics in NOW! HAPPY LANDING, GUYS!!!
