Markup Work On Climate Bill Underway In Senate Committee

Every Republican member of the U.S. Senate Environment and Public Works Committee is expected to keep missing this week's committee markup sessions on the massive climate change bill.

It's a boycott that started on Monday.

"Somebody once said, 'Eighty percent of being successful in life is to show up.'  They're not showing up.  I hope they show up.  I heard they might come here.  I hope they do.  I would be thrilled to welcome them," Committee Chair Barbara Boxer said.

California Senator Boxer is pushing for a vote on the bill that includes cap and trade in the Environment Committee soon.  The goal is to use such passage as a sign to other nations at the International Climate Summit in Copenhagen that the U.S. is serious about addressing climate change.

However, Republicans are not on board.

They say a full economic analysis of the proposed bill is needed before any vote is taken.  The Environmental Protection Agency has issued a brief analysis of the bill.  A full analysis will take longer.

Senator Boxer says the EPA has already provided thousands and thousands of pages of analysis.

Rules require that two members of the Minority Party to be present for any vote.  No Republicans means no vote, unless Senator Boxer opts to follow a Senate rule that requires only a simple majority of members for passage.
