Child porn, sex abuse among indictments handed down by Lewis County Grand Jury

WESTON, W.Va. — A Lewis County man who pleaded to child pornography charges last year is under indictment for similar offenses.

Ian Michael Toothman, 30, of Jane Lew, is among the 38 individuals indicted by the Lewis County Grand Jury, which convened its March 2019 term Monday.

Toothman was indicted on one count of sexual abuse in the first degree, felony; two counts of sexual abuse by a person in a position of trust in relation to a child under his care, custody or control, felony; two counts of sending, distributing, exhibiting, possessing, displaying or transporting material by a parent, guardian or custodian, depicting a child engaged in sexual explicit conduct, a felony; one count distribution of child pornography, felony; and two counts of using a minor in filming sexually explicit conduct, a felony.

Toothman pleaded guilty to a child pornography charge in September. That charge dates back to December 2017.

Others indicted include:

— Stanley Lee Bailey, 42, of Weston, on two counts delivery of a controlled substance, methamphetamine, a felony.

— Douglas Charles Kniceley, 37, of Jane Lew, on two counts possession of a controlled substance with intent to deliver, methamphetamine, a felony; two counts possession of a controlled substance with intent to deliver, alprazolam, a felony; one count felon in possession of a firearm, a felony; one count possession of a controlled substance with intent to deliver, marijuana, a misdemeanor; one count possession of a controlled substance with intent to deliver, buprenorphine, a misdemeanor; and one count possession of a controlled substance with intent to deliver, diazepam, a misdemeanor.

— Dustin Wayne Landis, 27, of Volga, on one count possession of a controlled substance with intent to deliver, methamphetamine, a felony; and one count possession of a controlled substance, marijuana, a misdemeanor.

— Raymond Joseph Roselle, 26, of Jane Lew, on one count possession of a controlled substance with intent to deliver, methamphetamine, a felony; possession of a controlled substance with intent to deliver, marijuana, a misdemeanor; and possession of a controlled substance with intent to deliver, clonazepam, a misdemeanor.

— Brandon Scott Lamb, 31, of Belington, on four counts burglary, a felony; one count attempted burglary, a felony; and three counts destruction of property, a misdemeanor.

— Thomas Junior Shaw, 36, of Sutton, on one count attempted murder, a felony; one count malicious assault, a felony; one count attempt to disarm a law enforcement officer, a felony; two counts obstructing an officer, a misdemeanor; one count fleeing or attempting to flee by any means other than the use of a vehicle from any law enforcement officer, a misdemeanor; and one count battery on a law enforcement officer, a misdemeanor.

— Anthony Eugene Payne, 51, of Weston, on one count felon in possession of a firearm, felony; and one count prohibited person in possession of a concealed firearm, a felony.

— Raymond Earl Bowers III, 35, of Weston, on two counts domestic battery, third offense, a felony; one count child neglect creating substantial risk of death or serious bodily injury, a felony; one count strangulation, a felony; one count child neglect creating substantial risk of injury, a misdemeanor; one count manufacture of a controlled substance, marijuana, a felony; and two counts prohibited person in possession of a firearm, misdemeanor.

— Michael Lawrence Louk, 48, Weston, on one count driving while license revoked for DUI, third offense, a felony.

— Earl Melburn Sayas III, 19, of Jane Lew, on one count possession of a controlled substance with intent to deliver, marijuana, a felony; and one count possession of a controlled substance with intent to deliver, ecstasy, a felony.

— Daniel Ray Rowan II, 30, of Walkersville, on two counts failure to change information under the Sex Offender Registration Act, a felony.

— Kenneth James Lindsey, 34, of Hepzibah, on one count burglary, a felony; and one count grand larceny, a felony.

— Ronald Earl Lowther, 37, of Weston, on seven counts of failure to change information under the Sex Offender Registration Act, a felony.

— Timothy Clayton Wiant, 19, of N.E. Warren, Ohio, on three counts wanton endangerment involving a firearm, a felony; one count use or presentation of a firearm during commission of a felony, a felony; and one count malicious assault, a felony.

— Tia Nicole Neal, 35, of Weston, on one count fraudulent use of access device, a felony.

— James Scott Wyatt, 36 of Weston, on two counts failure to change information under the Sex Offender Registration Act, a felony.

— Jason Anthony Peyatt, 39, Beverly, on one count driving while license revoked for DUI, third offense, a felony.

— Eric Odell Skaggs, 64, of Weston, on one count driving while in an impaired state, third offense, a felony.

— Shana Ryan McCoy, 25, of Weston, on three counts burglary, a felony; one count conspiracy to commit burglary, a felony; one count use of presentation of a firearm during commission of a felony, a felony; one count prohibited person in possession of a firearm, a misdemeanor; one count battery on government representative, a misdemeanor; and one count obstructing an officer, a misdemeanor.

— Crystal Gwen Tippins, 21, of Weston, on one count burglary, a felony; and one count conspiracy to commit burglary, a felony.

— Tressi Tennille Gray-Bartlett, 41, of Jane Lew, on one count malicious assault, a felony.

— Hubert Arnold Westbrook, 41, of Weston, on one count burglary, a felony; three counts petit larceny, a misdemeanor; and one count principal in the second degree — malicious assault, a felony.

— Brian Gene Curtis, 49, of Weston, on one count driving while license revoked for DUI, third offense, a felony;

— Heidi Anne Howard, 47, of Buckhannon, on one count shoplifting, third offense, a felony.

— Larry Acel Snider II, 35, of Weston, on one count counterfeiting, a felony.

— Matthew Lee Jones, 25, of Weston, on one count possession of child pornography, a felony.

— Justin Tyler McGuire, 29, of Weston, one 17 counts fraudulent use of access device, a felony.

— Samantha Michelle Willoughby, 28, of Jasper, AL, on four counts fraudulent use of access device, a felony; and one count petit larceny, a misdemeanor.

— Wayne Mitchell Marple, 31, of Weston, on one count fleeing in a vehicle with reckless indifference, a felony; and one count fleeing or attempting to flee by any means other than the use of a vehicle from any law enforcement officer, a misdemeanor.
