Fairmont man charged following girlfriend’s death

FAIRMONT, W.Va. — Authorities arrested a Fairmont man on Wednesday after allegedly choking his girlfriend to death.

Clifton Ruggs, 27, has been charged with first-degree murder for the death of Crystal Stevens.

According to a criminal complaint, Ruggs and Stevens had been drinking and arguing starting Tuesday night. Ruggs allegedly choked Stevens with a shoestring.

Defensive wounds were found on Stevens’ body, and Ruggs had scratch marks on his body.

Ruggs is being held at North Central Regional Jail without bail.
