UPDATE 9/21/21 9:30 a.m. — Wheeling Police say the suspect in Monday afternoon’s shooting on 29th Street has turned himself in.
Daniel Wines, 21 of Clearview, was arraigned Tuesday morning by an Ohio County magistrate on an attempted murder charge. Bond was set at $100,000.
The victim remains hospitalized.
