Former state senator Joe Minard dead at 90

CLARKSBURG, W.Va. — Former longtime state senator Joe Minard has died.

Minard, of Clarksburg, was 90.

He served in the House of Delegates from 1983 to 1990. He won a Senate seat in 1990. He served for one term. He ran again in 1998 and served in the position to 2013 when he stepped down to become the clerk of the Senate. He filled a seat on the Harrison County Commission beginning in March 2016.

Minard’s district included parts of Harrison, Lewis, Braxton and Gilmer counties.

Minard spent most of his life working in the family business, Minard’s Spaghetti Inn in Clarksburg.

He was a graduate of WVU and a veteran.

Amos Carvelli Funeral Home in Nutter Fort is in charge of arrangements.

Minard’s wife, Mary, died at the age of 90 last November.
