FAIRMONT, W.Va. — Gov. Patrick Morrisey declared a state of emergency in a second West lVirginia county due to flooding when he made a designation for Marion County Sunday evening.
Morrisey, who declared a state of emergency earlier Sunday in Ohio County, said state resources were being moved into place.
“As flash floods continue throughout North Central West Virginia, emergency officials are on the scene in Marion County at a partial apartment collapse,” Morrisey said. “State resources are being dispatched to the region immediately. Please — stay off the roads. Do not underestimate the strength and speed of these floods. Pray for our friends and neighbors during this challenging time for our state.”
The partial collapse came at Village Apartments on Locust Avenue near Fairmont State University. There are reports of vehicles being destroyed in the collapse. There were water rescues but no reports of injuries.
About three inches of rain was recorded in an hour in parts of Fairmont Sunday afternoon.
Morrisey is scheduled to get a tour of the damage Monday morning
Ohio County flooding
The death toll grew to five Sunday evening from the Ohio County flash flooding from Saturday night.
Four people remain unaccounted for, according to Wheeling Fire Department PIO Phillip Stahl.
Recovery efforts are scheduled to resume at 8:30 a.m. Monday.
Morrisey toured the area Sunday afternoon.
Flooding occurred along Big Wheeling Creek, Little Wheeling Creek and various runs in and near Valley Grove, Elm Grove and Triadelphia.
Officials said four inches of rain fell in about a half hour Saturday night.

Beginning at 10 a.m., Monday, those impacted by flooding can pick up various supplies – water, cleaning supplies, non-perishable food, paper products, clothes, animal food, etc. – at two locations:

LOCATION 2: Guntry – 45 Caliber Drive – The Highlands, Triadelphia, WV

WVDOT continues to clear debris from various roadways that have been flooded. Please go slow and watch for workers. The Shilling Bridge and Junior Avenue Bridge remain closed to traffic in the city of Wheeling.
