Former DOH official charged in 29-count indictment

CLARKSBURG, W.Va. — A federal grand jury returned a racketeering indictment against Robert Glen Andrew II, the former West Virginia Division of Highway’s Equipment Division director.

Andrew, 77, of Bridgeport, faces charges alleging violations of the Racketeer Influenced and Corrupt Organizations Act.

The indictment claims Andrews used his position to create a “culture of corruption” with the DOH. It claims he abused his position of trust to use state resources, including employees and equipment to engage in political activity on state time.

The allegations also include bid-rigging to favor particular vendors that did not seek the best value for the State of West Virginia.

He also allegedly directed others to violate statutes and regulations which govern the use and disposition of federal excess property, engaged in witness tampering, and document tampering.

The 29-count indictment also names an Ohio corporation called Mo-Trim, Inc. as engaging in the preparation of non-competitive bid specifications.

Andrew and Mo-Trim, Inc. were charged with seven counts of wire fraud and one count of Racketeer Influenced and Corrupt Organizations Act conspiracy.

Andrew was further charged with eight counts of mail fraud, seven counts of causing theft of government property, four counts of wire fraud, one count of document tampering, and one count of witness tampering.

West Virginia State Police, the West Virginia Commission on Special Investigations, the General Services Administration Office of Inspector General, the Federal Bureau of Investigation, and the Internal Revenue Service’s Criminal Investigation conducted the investigation.
