Second person arrested in fatal Taylor County shooting

GRAFTON, W.Va. — A second person is facing charges connected to a June murder in Taylor County.

Samantha Adrea Dakon-Clark, 29, of Fairmont, is charged with four felony counts of child neglect creating risk of injury. Police say she drove with four children in the car to meet 39-year-old Frank Newbraugh “to help the victim with narcotics.”

The children were apparently still in the vehicle when Justin Edward Clark, 27, shot Newbraugh in the back. Police believe Newbraugh was sitting in the front seat on the passenger side when the shooting occurred.

Newbraugh had a prior relationship with Dakon-Clark, according to investigators.

The children were still in the car when Dakon-Clark and Clark bought supplies to clean the SUV, according to the criminal complaint.

Newbraugh’s body was discovered on Riverside Road late in the evening of June 23, 2017.

The Taylor County Sheriff’s Office is investigating.
