Second arrest made in Preston murder case

KINGWOOD, W.Va. — Police have made a second arrest in a Preston County murder investigation.

Authorities said Thursday Laura Lynn Martin, 36, of Tunnelton, is charged with first degree murder in the death of Phillip “Buckie” Barlow.

Police arrested and charged Robert Quinn, 43, of Tunnelton, Martin’s boyfriend last week.

According to authorities, Barlow’s vehicle was found in May 2019 on Shower Bath Road. Barlow’s body was found a month later near the Fortney’s Mill area of Preston County.

Police allege the couple killed Barlow during a robbery attempt. They lived next to him. Investigators said Barlow died of a deep laceration to the throat.

Quinn is currently jailed and Martin is awaiting extradition from Garrett County, Maryland.
