Justice appoints new Raleigh County judge, Wayne County delegate

CHARLESTON, W.Va. — Gov. Jim Justice has appointed a new judge and a new member of the state House of Delegates.

Ryan Browning will serve as a delegate in the 28th District which represents Wayne County. Browning fills the vacancy left by the resignation of Mark Ross.

Browning will serve the remainder of the unexpired term.

The governor also named Todd Kirby to the Tenth Judicial Circuit Court which serves Raleigh County. He fills the seat vacated by Judge Robert Burnside’s retirement.

Kirby, a Fairdale native, has owned and operated his own law firm in Beckley since 2011. He currently lives in Beckley with his wife and two children.

Kirby holds degrees in Political Science and International Studies from Marshall University and graduated with his Juris Doctorate from Liberty University School of Law in Lynchburg, VA.
