CHARLESTON, W.Va. — The West Virginia Office of Inspector General has announced that Jessica Bryant will be the new director of the Foster Care Ombudsman division.

The Ombudsman division serves as a neutral third party that investigates complaints related to the child welfare and juvenile justice systems.
In her career, Foster has worked with Child Protective Services where she managed investigations, court involved cases and permanency planning. She later moved on to oversight roles where she reviewed complaints, assessed compliance and identifying systemic issues.
Foster has also been a kinship caregiver to a child within the foster system.
“Jessica Bryant brings exactly the right blend of experience, judgment, and compassion to this role,” Inspector General Ann Urling said in a statement. “Her understanding of child welfare from both frontline and oversight perspectives, combined with her commitment to independence and accountability, will strengthen the Foster Care Ombudsman Division and enhance trust for the children, families, and caregivers it serves.”
Bryant says she’s ready to listen and work.
“The Foster Care Ombudsman exists to ensure concerns are heard, reviewed fairly, and addressed independently. I am honored to serve in this role and committed to listening carefully to children, families, and caregivers, while identifying meaningful opportunities for improvement that strengthen the system as a whole,” she said.
According to a release, Foster will be tasked with strengthening accessibility and ensuring consistent accountability.
