CHARLESTON, W.Va.— A former State Police officer and member of West Virginia’s Commission on Special Investigations pleaded guilty Tuesday to child pornography charges.

U.S. Attorneys said Kenneth McCord, 56, of Charleston, pleaded guilty to enticing a 15-year-old California boy into sending him sexually explicit images and videos between March 2024 and February 2025. McCord reportedly sent obscene materials to the boy as well, depicting him masturbating to the materials that the teenager had sent.
McCord had retired from the West Virginia State Police prior to the reported misconduct. According to U.S. Attorneys, McCord was working as a senior investigator with the West Virginia Commission on Special Investigations (CSI) when the misconduct occurred.

“This case represents a staggering and unforgivable betrayal by someone entrusted to uphold the law and safeguard the community,” U.S. Attorney Moore Capito said. “Few acts demonstrate such profound moral failure. This office remains relentless and uncompromising in its duty to protect our children and to ensure every predator is brought swiftly and decisively to justice.”
McCord faces a minimum of a 15 years, and a maximum of 30 years, in prison. He’ll also spend a minimum of five years, and up to a lifetime, of supervised release. McCord will be fined up to $250,000. He must register as a sex offender for the rest of his life.
McCord will be sentenced December 8.
