A day after Governor Patrick Morrisey announced the introduction of HB 2014, often referred to as the “Governor’s microgrid bill,” Senator Rupie Phillips, R-Logan, took to the Senate floor to express his misgivings about the legislation and his grievance with Morrisey about a meeting that didn’t happen.
