Former Boone County Schools maintenance director sentenced after stealing millions from county

BOONE COUNTY, W.Va. — The former maintenance director for Boone County Schools will spend over two years in federal prison after he defrauded the county of $3.4 million.

Michael David Barker, 47, of Foster, was sentenced to 33 months in prison Monday by U.S. District Judge Thomas Johnston. The sentence will be followed by three years of supervised release.

Barker previously pleaded guilty to conspiracy to commit mail fraud. With the plea, Barker admitted to operating a scheme to rip off Boone County Schools from November 2019 through December 2023.

With the help of Kentucky-based Rush Enterprises, Barker heavily inflated the number of janitorial products — such as hand soap, masks, and trash can liners — that were delivered to the county. He would then overbill the county, splitting the proceeds for the undelivered products with Jesse Marks of Rush Enterprises.

Barker has also been ordered to pay $3.4 million in restitution.
