Names released in Kanawha County stabbing, deadly officer-involved shooting

CHELYAN, W.Va. — The Kanawha County Sheriff’s Office has released the names of those involved in a stabbing and fatal officer-involved shooting Tuesday in eastern Kanawha County.

Investigators said Jason Sims, 41, of Chelyan, was shot and killed by police when he made a move toward officers after several hours of refusing to come out of his Chelyan home.

Deputies were on the scene after learning a man had been stabbed. That man, Ched Downs, 52, of Chelyan, was stabbed in the back by Sims. Downs is hospitalized in stable condition.

Investigators said Downs told them he did not know why he was attacked by Sims.

The sheriff’s office also said Wednesday, a third man, Billy Buckland, 49, who lived with Sims in Chelyan, was prevented by Sims from leaving the house when police were ordering Sims out of the residence.

Meanwhile, K-9 Jett, who was stabbed in the head by Sims Tuesday, remains in stable condition.
