Victim’s name released in fatal I-64 crash; man arrested

PUTNAM COUNTY, W.Va. –The Putnam County Sheriff’s Department has released the name of the woman who was killed in a crash on Interstate 64 eastbound Thursday afternoon and said a man has been arrest in connection to the crash.

Sheriff Bobby Eggleton said that Kanawha County resident Angela Born was pronounced dead at the scene.

They also released information that Joseph R. Elswick, 22, of Putnam County has been arrested and charged with vehicular homicide, fleeing with reckless indifference, among other charges.

According to Eggleton, around 2:30 p.m. Elswick allegedly stole a car with a firearm inside, and a deputy had pursued the vehicle on Johns Creek Road.

The deputy deployed stop sticks, however, the suspect had continued on I-64 past the Hurricane exit with flattened tires. A short time later, Elswick’s vehicle collided with Born’s vehicle.
